In a significant move to advance its economic diversification goals under Vision 2030, Saudi Arabia has announced its intention to launch a regulated market for real estate tokenization by June 2026. This initiative will establish a formal framework for converting real estate assets into digital tokens, which can be traded on a blockchain-based platform. The move is anticipated to open the Saudi real estate market to a wider range of investors and enhance its position as a leading investment destination in the region.
This report provides a factual overview of this upcoming development, explaining the technology, the structure of the new market, and its stated objectives.

What is Real Estate Tokenization?
Real estate tokenization is the process of converting the ownership rights of a physical property into a number of digital tokens. These tokens are created and managed on a blockchain, which is a secure and transparent digital ledger. Each token represents a fractional share of the underlying real estate asset. For example, a commercial building valued at $10 million could be tokenized into 10,000 tokens, with each token representing a 0.01% ownership stake.
This process involves several key steps:
Asset Selection and Due Diligence: A property is selected, and a thorough legal and financial assessment is conducted.
Structuring the Investment: A special purpose vehicle (SPV) is often created to hold the legal ownership of the property. This SPV then issues the digital tokens.
Token Creation (Minting): The digital tokens are created on a blockchain platform, with each token representing a share in the SPV that owns the property.
Distribution and Trading: The tokens are then offered to investors, who can buy, sell, and trade them on a secondary market or a licensed digital asset exchange.
Blockchain technology ensures that every transaction is recorded on an immutable ledger, providing a high level of security and transparency for all participants.

The Regulatory Framework
The new market will be overseen by the Capital Market Authority (CMA) and the Real Estate General Authority (REGA), ensuring that all activities are compliant with Saudi regulations. The framework is designed to provide a secure and transparent environment for investors while fostering innovation in the real estate sector.
Key aspects of the regulatory framework include licensing of platforms (only CMA-licensed platforms will be authorized to issue and trade real estate tokens), investor protection measures such as clear disclosure requirements and rules for asset valuation, strict Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) checks for all participants, and Sharia compliance addressing requirements critical for many investors in the region.
This regulatory oversight is intended to build trust in the market and attract both local and international investors.

Official Goals of the Initiative
The Saudi government has outlined several key objectives for launching the real estate tokenization market: enhancing liquidity by allowing for fractional ownership and easier trading of property assets, attracting foreign capital by providing a secure and transparent channel for investing in Saudi real estate, supporting Vision 2030 by developing the financial sector and promoting FinTech innovation, and accelerating project financing by providing a new source of financing for real estate developers.
By achieving these goals, Saudi Arabia aims to create a more dynamic and accessible real estate market that can support the country's long-term economic growth.

Conclusion
The introduction of a regulated market for real estate tokenization represents a significant step forward for Saudi Arabia. By leveraging blockchain technology, the Kingdom is poised to create a more liquid, transparent, and accessible real estate market. As the June 2026 launch date approaches, all eyes will be on Saudi Arabia as it pioneers this new model for real estate investment in the region.
